We applaud the city’s efforts to invest in alternatives to traditional arrests, focusing on supporting and rehabilitating youth rather than penalizing them.
However, as Nicole El, Chief of the Children and Youth Justice Unit, reminds us, equity in implementation is key. Past programs have shown racial and geographic disparities, and concerns about discretion in charging decisions—such as distinguishing between simple and aggravated assault—remain important to address.
